# What Is a Passive Candidate?

A passive candidate is someone who is not actively applying for jobs but may consider a relevant opportunity if approached with the right role, timing, and value proposition.

Many hard-to-fill roles require reaching people who are not browsing job boards. Passive sourcing expands the pool, but it only works when outreach is specific and respectful.

## What to Distinguish

Passive describes job-search activity, not motivation, capability or employment status. A person who is not applying may still welcome a relevant conversation; another may want no further contact.

## A Practical Example

**Illustrative example:** A recruiter contacts a project manager who is happy in their current role but open to a better schedule. Instead of sending a generic job ad, the recruiter explains the specific fit and asks focused questions about availability and role priorities.

## What to Measure

Use explicit definitions for your reporting. The following are practical measurement choices, not universal benchmarks or claimed product results.

| Outreach response rate | Unique people who reply ÷ unique people successfully contacted × 100. | Include negative replies and use a stated response window. |
| Positive reply rate | People expressing interest in a conversation ÷ people successfully contacted × 100. | Define interest before counting it; an automated acknowledgement is not interest. |

## How to Apply It

Explain why the role may fit, disclose practical constraints early and offer a small next step. Record contact preferences, stop unwanted outreach and avoid requiring a long application before establishing mutual interest.

## Common Mistakes

- Sending generic outreach at scale.
- Ignoring candidate timing and motivations.
- Forcing passive prospects through a long application immediately.
- Confusing lack of active search with lack of interest.
